Partial government shutdown begins after Senate approves spending package

Most of the U.S. government shut down starting at midnight but the closure is expected to be brief. The Senate passed legislation to fund the government but it needs the House vote to go into effect. The House is expected to vote on Monday. NBC News’ Ryan Nobles explains.
